The 8th Plenary ACFA meeting was held at National Synchrotron Radiation Research Centre (NSRRC), Hsinchu, Taiwan on 27 - 28 October, 2003.

Summary:

1. Welcome Reception

The registration and Welcome reception was held on 1830 hrs. October 26th, 2003 at the ground floor lobby of the Administration Building of National Synchrotron Radiation Research Centre, Hsinchu. Prof. June Rong Chen of NSRRC cordially invited all the participants and welcomed the ACFA Plenary Meeting delegates.

2. Opening session

Dr D D Bhawalkar, Chairman ACFA, welcomed all the delegates of the Plenary Meeting and presented his views on " ACFA and Asian Accelerator Programs". The agenda was approved with some minor changes.

3. Minutes of the 7th Plenary ACFA Meeting

The minutes of the 7th Plenary ACFA Meting was passed without any correction.

4. Report on Linear Collider Activities in Japan

Prof. Sachio Komamiya of University of Tokyo reported on the activities of linear Collider in Japan. Prof. Komamiya informed that about 100 new names were suggested for the Linear Collider Project and "GLC (Global Linear Collider)" got the maximum vote and was selected as the new name of the proposed linear Collider. A report on the ACFA LC Symposium held in February 2003 at Tsukuba, Japan was also presented. The physics scenario and accelerator details with site selection and cost were also discussed.

5. Report on the Indian Meet on LC

Mr S C Joshi of Centre for Advanced Technology gave a report on the Indian Meet on ACFA LC which was held in April 2003 at CAT, Indore, India. In a two days meeting a large number of participants from HEP, Accelerator and heavy Industries participated from India along with an ACFA delegation headed by Prof Kurokawa, KEK Japan.

6. Reports and Discussions on the ACFA Working Groups

  1. ALCSC
    Prof. Won Namkung, POSTECH presented a report on the activities of the Asian Linear Collider Steering Committee. Prof Namkung summarized the activities of ALCSC since its formation in last October during the 8th Plenary ACFA Meeting in Melbourne. He also informed about the activities of the ILCSC. Prof Namkung informed that the LC parameter Committee has accomplished its mission and Technology Recommendation Committee is organised to form the task force for the Global Design Organization(GDO). He suggested that ACFA should recommend KEK for hosting the Central Design Centre for GDO. All of the members agreed to this proposal.

  2. High Power Proton Accelerator
    Prof S X Fang, IHEP presented the report of the HPPP Working group giving details of the meetings held in Korea and Japan of the HPPA WG. It was informed that the WG has been discussing the possible areas of collaboration in the area of High Proton Accelerators among various interested countries, probable barriers etc. He also gave the status of the Technical cooperation between IHEP and KAERI. Details of the minutes of 1st East Asian Miniworkshop on High Intensity Proton Accelerator RFQ at KEK held in December 2002 was also presented.

  3. Electronic Publication
    Prof Yong Ho Chin, KEK presented the report on the Electronic Publication Working Group. He informed that the APAC01 proceeding is now available at the JACoW Sites. He also informed the activities of the JACoW sites related to the accelerators events in Asia.

  4. Electronic Networking
    Prof. Setsuya Kawabata, KEK presented the report on the ACFA Networking Group on behalf of Prof. Yukio Karita. He briefed the members on the activities of APAN in Asia-Pacific Region and ACFA Network Project. He gave details of the present and proposed links of APAN for the Research and Education areas and SuperSINET in Asian region in connectivity to USA and Europe.

7. Status Reports and Discussions by the Representatives

  1. China
    Prof Shouxian Fang of IHEP and Prof. Tianjue Zhang of CIAE gave a brief report on the current status and proposed accelerator activities in China. Status of BEPC, BEPCII and the proposed High Power Proton Accelerator activities were described in details.

  2. India
    Dr Rakesh Bhandari, VECC presented the report on the various accelerator activities in India giving details of the status of currents and proposed accelerators projects at CAT, BARC, VECC, TIFR and NSC.

  3. Japan
    Prof Shin-ichi Kurokawa of KEK presented a report on the accelerator activities of KEK. He presented status of KEKB (B-Factory), BELLE Experiments, K2K, Photon Factory, PF-AR and J-PARC. He informed that the peak luminosity of KEKB has crossed 1034 nb-1s-1 in this year and is the highest in the world

  4. Korea
    Prof. Suggi Baik, PAL presented the report of the accelerator activities at Pohang Accelerator Lab and gave the status of Pohang Light Source.

  5. Taiwan
    Prof June-Rong Chen of NSRRC presented the status report on the accelerator activities in Taiwan. He also described the status of the upgrade activities at NSRRC.

  6. Thailand
    Prof. Weerapong Pairsuwan of NSRC reported on the current activities and present status of the Siam Photon Laboratory.

8. Special Talks by NSRRC

Three special talks were presented by the NSRRC to give the status of SRF Project by Prof. Chaoen Wang, Design Study of a IR FEL by Prof. Wai Keung Lau and Superconducting Insertion Devices Development by Prof C S Hwang.

9. Status of APAC04

Prof. Suggi Baik, Chair of APAC04 presented the status of the Asian Particle Accelerator Conference 2004 to be held in Gyeongiu, Korea in March 2004. He informed the members about the venue of the conference, topics and important dates and the Organizing committees. He also informed that the organisers are very keen to have a large participation from the ACFA countries.

10. How to Strengthen Asian wide Collaboration

Prof. Kurokawa, Vice-chair, ACFA gave a talk on How to Strengthen Asian wide Collaboration through the activities of ACFA. He described the past and future activities initiated by the ACFA in strengthening the Asian wide collaboration in the field of Accelerator.

11. CAT-KEK Accelerator School at Indore

Mr S C Joshi of CAT informed the progress of the proposed CAT-KEK Accelerator School to be held at Centre for Advanced Technology, Indore in February 2004

12. Venue for the 9th ACFA Meeting

It was proposed that as for as possible one of the two ACFA Plenary Meetings should be held in the home country of the ACFA Chairman. All the members agreed to this proposal for future meetings. Dr Bhawalkar, present Chair of ACFA is from India and next ACFA Meeting shall be held in India. Dr R K Bhandari from VECC proposed that ACFA Meeting to be hosted by VECC in December 2004. He also informed that VECC will be commissioning the Superconducting Cyclotron and also organizing the 2nd Indian Particle Accelerator Conference InPAC04 in December 2004 at Calcutta. The 9th Plenary ACFA meeting can be held at VECC just before the InPAC04. Dr Bhandari agreed to confirm the dates as soon as possible.
