1. Electronic Publication Working Group
   Prof. Y. Chin of KEK reported that PAC/EPAC/APAC collaboration of e-publication and standard procedures were established under Joint Accelerator Conference Website (JACoW). JACoW mirror site was established in May 2002. The address is http://epaper.kek.jp. He also mentioned about CD-ROM version of APAC01 proceedings. Prof. Ko thanked Prof. Y. Chin on his loan of two MAC notebook computers for LINAC2002, ICALEPCS03, and APAC04.

2. ectronic Networking Group
   On behalf of Prof. Karita, Prof. Kawabata of KEK reported.

3. HPPA Working Group
   Prof. Fang of IHEP reported.

4. Linear Collider (LC) Group
   Prof. Kurokawa of KEK reported:
   Discussions are going on how to make Asian industry participate in LC project among China, Japan, Korea, and Taiwan, by inviting representative from, and by sending Japanese to China, Korea, and Taiwan. This activity shall be re-established as one of the working groups under Asian Linear Collider Steering Committee (ALCSC).
   There were serious discussions whether reestablishing Working Group of Physics/Detectors at LC and LC Accelerator Working Group as subgroups under Asian Linear Collider Steering Committee (ALCSC). Further discussions were postponed to the end of the first day and Session V in the second day.

7. Status Reports and Discussions by Representatives

1. Australian Light Source Project
   Dr. Max Roger, Director of Australian Synchrotron Project, reported technical and managerial details of the Australian Synchrotron (3GeV, 217m circumference, DBA). Alan Jackson of LBL will join the project as a technical director from next year. The light source will be open to users by the first quarter of 2007. 2. Activities in China
   Prof. Chen of IHEP reported various activities on BEPC-II/BES, HPPA project, Cooling Synchrotron Ring (Lanzhou), SNSR (Hefei), and Shanghai Synchrotron Radiation Facility.

3. Activities in India
   Dr. Bhawalker of CAT reported various activities on Indus I/II, HPPA project, Department of Atomic Energy-CERN collaboration, BARC-TIFR (TATA Institute of Fundamental Research) pelletron, VECC, and Nuclear Science Center in New Delhi.

4. Activities in Japan
   Prof. Kurokawa of KEK reported various activities on KEKB, JHF, K2K, various light sources, and high energy activities on ATLAS/CDF/BEPC-II.

5. Activities in Korea
   Prof. Ko of POSTECH reported various activities on PLS, HPPA project, medical accelerator at the Korea National Cancer Center, and researches on plasma-based accelerator.

6. Activities in Singapore
   Dr. Moser of SSLS reported various activities on Singapore Synchrotron Light Source. Also, he requested of ACFA statement for Linear Undulator Light Installation (LIULI) to establish a regional center for the development of the 4th generation light source.

7. Activities in Taiwan
   Dr. Chen of SRRC reported various activities on Taiwan Light Source. Also, he proposed to host next ACFA plenary meeting in October 2003 at Hsinchu, Taiwan as a part of SRRC's 10th Anniversary.

8. Activities in Thailand
   Prof. Pairsuwan of NSRI reported various activities on Thai Light Source.

9. Report from Global Science Forum
   Prof. Kawabata of KEK reported. GSF Workshop on HEP was held in April 13-15, 2002. Prof. Komamiya pointed out that, among ACFA member countries/regions, only three countries (Korea, Japan, and Australia) are OECD members. Besides 3 countries, it is expected to encourage other countries to do HEP researches. In this way, ACFA should be considered as an equal step in HEP.

10. Brief Summary of JLC
    Prof. Komamiya of University of Tokyo summarized JLC activities and Roadmap Report. Physics issues at LC are: Search of the origin of mass, Search of space-time structure, and precise measurements of Standard Model physics. He pointed out the importance of the globalization of JLC project and proposed "Pre-Global Linear Collider Center."

11. Revisiting the issue of ALCSC
    There were brief introductions of International Linear Collider Steering Committee (ILCSC). It was proposed by H. Sugawara in February 2002 ICFA meeting. ILCSC has been created at July 2002 ICFA meeting. ILCSC composes 14 members: one chair, 4 Asian, 4 Europeans, 3 North Americans, 1 South American, and 1 Russian. For ILCSC, there are two Asian positions to be filled: one regional LCSC chair and one HEP community representative in Asia. Prof. Komamiya proposed to establish ALCSC, and it was seconded by Dr. Bhawalker. It was passed unanimously. Details of ALCSC will be decided to continue in Friday morning session.
    Prof. Tovey proposed that a small Working Group is established with Sachio Komamiya as Converter. In addition its membership should be one each from China, Japan, Korea, and India, and one or two from other ACFA regions. It was decided to set up a temporary working group to establish ALCSC. Members are: H. S. Chen (China), Kurokawa (Japan), Son (Korea), A. Gurta (TIFR, India), G. Taylor (Australia), and W. S. Hou (National Taiwan University, Taiwan).
    It was reminded that there are four Asian representatives to ILCSC: KEK Director, IHEP Director, ALCSC Chairman (Prof. Namkung), and Asian HEP representative (Prof. Komamiya).

8. Selection of Venues, Status Report on APAC04, and Election of New Officials

1. Status of APAC04
   Prof. I. S. Ko of POSTECH reported the current status of APAC04 preparation. The conference will be held on March 21(Sunday) - 24(Wednesday), 2004 at Gyeongju, Korea. Exact venue will be decided after reviewing proposals from candidate hotels. Pohang Accelerator Laboratory (PAL) will host APAC04 and new director of PAL will be APAC04 conference chairman. Prof. Namkung will serve as an interim Chairman.

2. Venue for next ACFA plenary meeting (ACFA02)
   Dr. J. R. Chen of SRRC proposed to host next ACFA plenary meeting in October 2003 at Hsinchu, Taiwan as a part of SRRC's 10th Anniversary. The Proposal was passed unanimously. However, there was a concern on having a backup plan when Chinese delegates will not be able to go to Taiwan.

3. Election of New Officials
   Since the year 2002 is the last year of their service of current Chairman and Secretary, current Vice-Chairman and Deputy-Secretary will be new chairman and secretary after APAC02 Plenary meeting according to Article 4c. Therefore, the election of new Vice-Chairman was held and Prof. Kurokawa of KEK was elected for new Vice-Chairman unanimously. He will assign Deputy-Secretary later.

2. Second Asian Accelerator School in 2003
   Dr. Bhawalker reported that there would be a two-weeks long school at CAT, Indore, India. The main topic of the school is "Spallation Neutron Source." He proposed that some time between October and December 2003 will be suitable for arrangement and better weather, and this proposal was agreed by all members.

3. Joint US-CERN-ASIA-RUSSIA Accelerator School
   Prof. Kurokawa reported that former Joint US-CERN-Japan-Russia Accelerator School was renamed as Joint US-CERN-ASIA-Russia Accelerator School to enhance the activity from Asian regions. He reported that 2004 School is Asian turn and Taiwan already proposed to host this school with the topics on "Synchrotron Light Sources."

4. ACFA Statement #6 for LIULI
   Dr. Moser proposed that SSLS is working on LIULI to contribute to the development of 4th generation light source and LIULI needs ACFA endorsement. The Statement is adopted and passed.

5. Asian Accelerator Catalog
   Prof. Kurokawa reported. He is trying to fix the formats of the catalogue, and this is not easy task, since there are many types of machines, from small ones to large colliders. The progress is very slow, but he is working on it.

6. Proposal for ACFA LC Symposium
   Proposal for two days long symposium on LC organized by ACFA, KEK, and HEP in Japan. It was decided to combine with ICFA meeting at KEK on February 12-14, 2003. The organizing committee was formed and the members are: ALCSC W/G members plus S. N. Tovey (Australia), J. S. Kang (Korea), Senyu Chen (China) and Jin Shan (China).

7. Australian High Energy Physics Program
   G. Tayler (Univ. of Melbourne) summarized HEP related activities in Australia, especially University-based researches.
