Summary

1. Opening seesion

Prof. S. K. Chung, President of Pohang University of Science and Technology, welcomed all participants. Prof. H. Chen, Chairman of ACFA and Director of Institute of High Energy Physics, Beijing, China, introduced all participants, and extended his sincere thanks to Korean delegates for all the preparations made for this meeting. Then, he stressed the importance of ACFA for the regional cooperation and collaboration. There were 23 participants.

2. Minutes of the 4th Plenary ACFA Meeting

The minutes of the 4th Plenary ACFA Meeting drafted by ACFA Secretary, Prof. C. Zhang was discussed at the 5th ACFA Meeting and passed.

3. Status Report

During the 5th ACFA Meeting, fourteen status reports were given, reflecting the continuous growth of Asian community on the accelerator-based sciences and technologies in the last decade.

4. Reports and Discussions on the ACFA Working Groups

  1. Electronic Publication Working Group
    Prof. Y. Chin of KEK reported that PAC/EPAC/APAC collaboration of e-publication and standard procedures were established. The ACFA members are satisfied that the preparation for APAC2001 is under way with the collaboration of EPAC organizer.

  2. Network Working Group
    Prof. Kawabata of KEK reported recent activities on the network working group including existing connectivity and possible improvements by utilizing APAN and upgrades of current connections.

  3. Study Group for Physics/Detectors at LC
    Prof. S. Iwata of KEK reported the 2nd AFCA workshop on physics and detector at the linear collider held in Seoul on November 3-5, 1999. The meeting was satisfied that the series of workshops were held in various regions of Asia recently and revealed their active progresses

5. Report and Discussions by Representatives

  1. Report on AAS99 and JSPS-CAS Collaboration
    Prof. Kurokawa presented proudly that a group of students made a working superconducting coil during two-week long period of the accelerator school. This was the first attempt of real exercises done by students in any accelerator school.

  2. Compilation of Asian Accelerator Catalogue
    Prof. Kurokawa recalled what he had done for the compilation a few times in last two decades. Unlike the western version aimed for larger accelerators, participants agreed that Asian accelerator catalogue should include not only world-class accelerators but also small scale ones that are used by small laboratories among developing countries and regions. However, medical accelerators will not be included. Participants agreed that a person who is responsible for this matter will be assigned within a month after the 5th ACFA meeting.

  3. Organization and Program of APAC2001
    Prof. C. Zhang proposed that APAC2001 will be held during September 22 to 25, 2001 at Friendship Hotel, Beijing, China. Among raised opinions, it was pointed that the conference should avoid the Full Moon Festival period. For the choice of conference place, possible use of facilities at Peiking University was raised as well as low-cost accommodations for students and participants from developing regions. The APAC2001 local organizing committee will be finalize these issues and will be announced soon.

  4. A brief introduction of NCP, Pakistan
    Pakistani wish to join the ACFA member was presented by Prof. H. Chen on behalf of Dr. H. Hoorani. Pakistan is accepted as a full member of ACFA.

  5. Report on OECD Global Science Forum on HEP
    Prof. Kawabata reported his attendance on recent global science forum. Participants asked to Prof. Kawabata to carry this mission further, especially representing interests from non-OECD regions, and he accepted. However, representative(s) from any region can participate the OECD Global Science Forum for their own interests independently from ACFA.

6. Discussions on Other Possible Collaboration Items

Dr. G. Metha proposed that the area of nuclear structure and reaction dynamics should be considered as the possible cooperative research as shown in Attachment.

Prof. Fang of IHEP and Dr. Choi of KAERI will collaborate to establish the working group for the high power proton accelerators (HPPA).

7. Election of New Vice-Chairman and Issues on New Members

Prof.D.D. Bhawalkar, Director of CAT, India, was elected as new vice chairman of ACFA unanimously. Dr. Raja Rao forwarded his acceptance of vice chairmanship.

Chairman of ACFA pointed that members who already serve 4 years consecutively will be replaced with new members as described in the current by-laws. Prof.S. Tovey pointed that ACFA will lose many experienced persons. He proposed that he will modify the current by-laws to avoid this matter within two weeks after the 5th ACFA meeting, and his proposal was accepted.

8. Discussions on naming of regions

After the issue raised by Dr. C. Kuo and discussions during the coffee break, it was decided that the ACFA member would be represented as the region where he or she belongs. In order to have more participants for APAC2001, the conference announcement will adopt this rule. However, the country name and postal code will be used for proper mail delivery.

9. Next Plenary ACFA Meeting

There were two proposals to host the next ACFA meeting: Caine, Australia proposed by Prof. S. Tovey and SRRC, Taiwan by Dr. C. Kuo. However, many participants recalled the 3rd ACFA held during APAC98 period. Therefore, next ACFA meeting will be held at Beijing, China during APAC2001 period. Of course, two proposals will be valid until the next Meeting.
