Minutes of The 4th Plenary ACFA Meeting

The 4th Plenary ACFA meeting was held at the Center of Advanced
Technology (CAT), Indore, India on April 15-16, 1999.

Summary
1. Opening
Prof. D.D.Bhawalkar, Director of CAT (host institute for the 4th Plenary ACFA
Meeting), welcomed all participants and briefly introduced the status of CAT.
Prof. Zhipeng Zheng, ACFA Chairman, first extended his sincere thanks to CAT
for all the preparations made for this meeting.
Then he stressed the importance of ACFA, reiterated its purposes and guideline.
He also expressed his thanks to Prof.H.Sugawara (former ACFA Chairman) and
Prof.S.Kawabata (former ACFA Secretary) for their contributions they made for
the establishment of ACFA and its successful work.
All ACFA members for the term of 1999-2000 have been newly nominated by each
country and region.
There are altogether 29 members, including 15 new members.
The three ACFA Working Groups have been basically established and some of them work very well.
2. Minutes of the 3rd Plenary ACFA Meeting
The Minutes of the 3rd Plenary ACFA Meeting drafted by Prof.S.Kawabata
(former ACFA Secretary) was discussed at the 4th ACFA Meeting and passed
after only a few minor changes were made.
3. Status Report
During the 4th ACFA Meeting, nine status reports were given, reflecting the
rapid developement of accelerator based sciences and technologies in Asia
in the last few years.
These reports have promoted the understanding, information exchange and possible
collaboration among Asian countries.
4. Reports and Discussions on the ACFA Working Groups
- ACFA Electronic Publication Working Group
The 4th ACFA Meeting was satisfied with the work of this Working Group which
had successfully accomplished the publication of APAC'98 proceedings,
including CD and hard copy, thus laying a very good foundation for the
electronic publication of the proceedings of the following APAC conferences.
This group has also joined in the Joint Accelerator Conference Website Committee (JACoM) and exchanged information with PAC and EPAC in terms of their
proceeding publication.
- ACFA Network Working Group
Members of the ACFA Network Working Group have been basically finalized.
The 4th ACFA Meeting proposed that Prof.Y.Karita( head of the Network Group of
Computing Research Center,KEK) be the chair person of the Working Group.
KEK boasts the best technological conditions in Asia, and Prof.Karita is a
member of ICFA-SCIC (Standing Committee on International Connectivity).
Therefore, it is very helpful for the connections and co-ordination between
ICFA and ACFA Network.
The meeting pointed out that the charges of ACFA Network Working Group may
include: Monitor traffic, keep track of technology developments,
review forecasts of future bandwidth needs, provide early warning of potential
problems, make recommendations and reports to ACFA meetings concerning
the Asian network status and the future plan.
The ACFA Network Working Group can exist as the Asia Subcommittee of ICFA-SISC
simultaneously, when needed.
- ACFA Study Group for Physics/Detector at LC
The meeting is satisfied with the holding of a few workshops and progress made
by this study group in recent years.
This will forge a bridge for the participation of Asian high energy physicists
in the JLC collaborations.
5. Discussions on Other Possible Collaborative Items
- The meeting discussed and passed
the ACFA Statement on the BELLE Collaboration at KEKB collider
.
- The meeting proposed that the establishment of an intense Proton
Accelerator Working Group be considered, which includes the chair person,
members and its tasks, etc.
It will be discussed at the next ACFA meeting.
- The meeting noted that the holding of ACFA accelerator school in series
is very helpful
for cultivating young accelerator scientists in Asia.
The first of the series will be jointly sponsored by JSPS, Japan and CAS, China and be undertaken by KEK/IHEP in China in late November, 1999, aiming at
intensifying the training on accelerator superconducting technology.
6. CAT Tour
7.& 8. The APAC'98 and APAC'01
The meeting expressed thanks to Prof.H.Sugawara, Director General of KEK,
and Prof.M.Kihara, Chairman of APAC'98, for their important contributions to
the successful holding the 1st APAC Conference.
The meeting proposed that APAC'01 be held in Beijing, China in April, 2001.
If HEACC-2001 has been decided to be held in March in Asia, then APAC'01
can be held in September of 2001.
The meeting suggested that IHEP works out a meeting plan which will be
discussed and finalized at the next ACFA meeting.
9. The Next Plenary ACFA Meeting
The meeting proposed that the next ACFA meeting be held in Taiwan or in
Korea in the spring of 2000.
As no representatives from Taiwan attended the 4th ACFA meeting, it is suggested
that ACFA officers ask their colleagues in Taiwan whether they are willing
to hold the next ACFA meeting.
