February 22. and 23. 1997 at Nakhon Ratchasima/ Thailand
The second Plenary ACFA meeting was held in Nakhon Ratchasima / Thailand, hosted by National Synchrotron Research Center ( NSRC ), on the date of February 22 and 23, 1997, just before starting the ASEAN Regional School on the Applications of Synchrotron Radiation. The linear collider was discussed and theACFA statement on it was also issued.

Summary
1. Opening Ceremony
Prof. Virulh Sa-yakanit, Director of National Synchrotron Research Center, welcomed all participants in this meeting and reported about the ASEAN Regional School on the Applications of Synchrotron Radiation starting just after the ACFAmeeting. Mr. Sippanondha Keudat, National Economic and Social Development Board of Thailand, delivered his opening address with a hopeful prospect for the future of the Asian Accelerator Community.
Prof. H. Sugawara reported the discussion and the conclusion of the First ACFA meeting, and asked all participants to check the contents of its draft minutes. He also introduced the agenda prepared in this meeting and asked if there is any other item to be discussed. Professors S.N. Ganguli, I.C. Hsu, S.P.Chia, and S. Kawabata were nominated for the writing committee members, who are in charge of drafting the minutes and the ACFA statement of this meeting.

3. Discussion I
- Linear Collider
Prof. Y. Nagashima, chairman of Japan High Energy Committee, presented the physics potentiality of the e+e- Linear Collider and its R&D status in Japan, and showed the action plan for promoting linear collider project approvedby Japan High Energy Committee. - New Organization of KEK
Mr. M. Takaishi, General Secretary of KEK, described the new organization of KEK, which will start on April 1., 1997. The Institute for Nuclear Study ( Univ.Tokyo ) and the National Laboratory for High Energy Physics will be unified intoa new organization, named High Energy Accelerator Research Organization, consisting of the Institute for Particle and Nuclear Studies, the Institute for Materials and Structure Science, the Accelerator Laboratory, the Applied Research Laboratory and the Administration office. The abbreviation of the new organization is also KEK. KEK will further internationalize itself towards aninternational organization for the linear collider in Asia-Pacific region.
An extensive and in depth discussion has been done, especially on International Accelerator Center, proposed in the Action Plan, such as the necessity of this organization, the official language, the budget resources, andso on. It was also pointed out that the word Asia-Pacific should be used instead of Asian Pacific because Asian Pacific region can be misunderstood so as to exclude those Asian countries which does not along the Pacific Ocean.
4. Writing ACFA Statement on Linear Collider
The draft of ACFA statement on the e+e- Linear Collider was proposed by the writing committee. After several improvements the meeting reached at the final ACFA statement. (see ACFA Statement on the e+e- Linear Collider.)5. Discussion II
- The first Asian Particle Accelerator Conference
The first Asian Particle Accelerator Conference will be held at KEK from 23 till 27 March, 1998. The members of the international organizing committee and the local organizing committee proposed by Prof.M.Kihara, chair of APAC98 were approved. The first announcement of APAC98 will be sent soon, of which draft was shown in the meeting. The way of financial support for some APAC attendants was discussed. - Network Working Group
Although the network working group has been decided to create at the last ACFA meeting, none of contact persons was nominated. Recently, ICFA has also established a working group on the world wide communication in High Energy Physics. Chairman strongly asked the representatives to nominate a contact person in each region and the working group should summarize the current network situation in Asia. - New members and Observers
Prof.Skrinsky asked ACFA chairman if his institute ( Novosibirsk ) can be full member of ACFA. The meeting has agreed to accept Novosibirsk as a member if they express their wish in a letter to the chairman. If Australia region expresses its wish to join into ACFA, the meeting will accept it as a member. It was also agreed that the region apparently in Asia can be a member whenever they may join. - The third ACFA Meeting
The third ACFA meeting was decided to be held at KEK at the time of APAC98.
