Preparatory Meeting for ACFA

Aug. 16. 1995 at IHEP/Beijing

Responding to the joint call of Professor Z.Zheng, Director of IHEP, and Professor H.Sugawara, Director General of KEK, an informal meeting was held at IHEP/Beijing on Aug.16, 1995, in order to discuss about a proposed new organization called ACFA ( Asian Committee for Future Accelerators). The participants of this meeting are listed below. The discussion proceeded along the program shown below, and reached the conclusion to found ACFA as summarized in the Draft ACFA document .

Summary

Session 1 (Chaired by Prof.S.Wang)

Prof.Zheng delivered his opening address by expressing his appreciation to all the persons present for their participation in this meeting, and Prof.Sugawara presented his concept of the proposed organization. They stressed the importance of basic science for new civilization that follows the rapid growth of Asian countries and appealed to the participants for cooperative efforts to promote accelerator science in Asia through a formation of ACFA.

Then, in order to be acquainted with the current situations of individual regions, ongoing research activities were presented by the participants as follows;

Session 2 (Chaired by Prof.S.Wang)

A draft document of ACFA was presented by the proposers. After an extensive and in depth deliberation, the meeting reached the final document, Draft ACFA document. Some of the important issues discussed were the following:

  1. Research fields to be considered
    Explicit in the original proposal were high-energy physics and synchrotron radiation research. It was agreed to suit Asian situations, present and near future, by extending the consideration to others such as nuclear physics.

  2. Means to support individual accelerator projects
    Beside giving moral support to each of them, ACFA is expected to pursue cooperative ways to facilitate an exchange of technology and experts. Another very effective support was proposed and agreed on, that is to give a scientific recommendation to a government concerned.

  3. Relation to IUPAP/C-11 and ICFA
    ACFA is independent of both organizations, but is similar to ICFA in its spirit. Thus, a cooperation with ICFA was considered to be important.

  4. Decision making
    It was agreed to do this in an Asian way, that is to make any decision based on the consensus of the committee, not by vote.

  5. Term of officers
    The two year term was chosen to assure a quick rotation of the chairman.

  6. Observers
    The issue of Observers to the committee involves consideration of geography as well as international relations. It was therefore agreed that the start of ACFA be given the highest priority for the present and that the observers be considered at a later stage.

After thus establishing the outline of ACFA, the officers were nominated as below, based on the consensus of the participants;

They will serve as temporary officers until approved by the first Plenary ACFA meeting.

Session 3 (Chaired by Prof.H.Sugawara)

  1. Members
    The Chairman will send letters to leaders/authorities of active regions inviting their representatives to ACFA. Temporarily named to invite were China, India, Japan, Korea, Malaysia, Pakistan, Philippines, Singapore, Taiwan, Thailand and Vietnam. ( The Chairman needs information as to whom to contact for the countries/regions that were not present in the preparatory meeting.)

  2. The first Plenary ACFA meeting
    Allowing the officers for time to contact candidate regions, it was agreed to hold the first official meeting around March of 1996. The host institution will be selected under the chairman. Mentioned as possibilities were Pohang (Korea) and KEK (Japan).
    Tentative agenda for the first meeting are;
    1. Approval of the officers and ACFA document.
    2. Ways to promote Tau-Charm Factory project in China, Light Source project in Thailand as well as R&D for Linear Collider project.
    3. Setting up the Asian Particle Accelerator Conference.
    4. Setting up study groups. Improved communication within Asia was mentioned as the first important step toward regional collaboration. A study will thus be required regarding the current status and possible improvements of computer networks.
    5. Second meeting.
    (The chairman requests suggestions about any other issues to discuss in the first meeting.)

In closing, Prof.Sugawara as the temporary chairman expressed his gratitude to all the participants for their lively, constructive discussions, and thanked Prof.Zheng and IHEP staff for their hospitality.
