ACFA Statement
on
Beijing Tau-Charm Factory

ACFA has happily noted that a series of intensive workshops, including the Beijing Tau-Charm Factory Workshop `96 in China, has been held on the physics potential of a tau-charm factory. The conclusion of these workshops is that a tau-charm factory can address issues concerning the tau leptons, charmed particles, and light quark spectroscopy in a unique manner. Many of these issues can only be addressed by a tau-charm factory and may not be substituted by the B-factories now under construction, or by high energy fixed target experiments.

ACFA has also happily noted that the Beijing Tau-Charm Factory, which is now under feasibility study, is the only such facility that is being seriously considered in the world. ACFA is pleased to see that the Chinese Government has awarded funds of 5 million Yuan to the Institute of High Energy Physics in Beijing for the purpose of designing the Beijing Tau-Charm Factory and that the scientists of the institute are going all out working toward that purpose. The Beijing Tau-Charm Factory will have a luminosity of 1033cm-2sec-1, about one hundred times that of the Beijing Electron Positron Collider and operate in the center of mass energy range between 3 to 6 GeV.

ACFA supports the planning that must be done in advance of the construction of such a facility, and supports its construction, since there is ample justification for one such facility.

ACFA supports the great efforts of the Chinese high energy physics community in pushing the construction of the Beijing Tau-Charm Factory. ACFA would be happy if the Chinese Government can support the construction of such a facility in Beijing on the basis of successful construction of BEPC, which has greatly promoted the research in high energy physics and related fields in China over the past years. Construction of such a machine would also lead to the advancement of the high technology in China.

ACFA encourages regional cooperation in high energy physics in general and particularly encourages active participation of scientists from Asia in the R&D and construction of the Beijing Tau-Charm Factory. ACFA would like to appeal to the governments in Asia for supporting such participation.

ACFA looks to the day when the Beijing Tau-Charm Factory can begin operation.
