Summary:
1. Welcome Reception
The registration and welcome reception was held on 18:00, November 1st, 2004 at the lounge of Guest House of Variable Energy Cyclotron Centre (VECC), Kolkata. Dr. Bikas Sinha, Director of VECC, cordially invited all the participants of ACFA Plenary Meeting.2. Opening session
The ACFA meeting was held at VECC Conference Hall. Dr. Bikas Sinha, Director of VECC, and Dr. D. D. Bhawalkar, ACFA Chair, welcomed all the ACFA Plenary Meeting delegates to Kolkata in the opening session on November 2nd at VECC Conference Hall. Dr. Bhawalkar presented his opening remark on “The Asian Accelerator Program – New Challenges”. The approved agenda is attached as Attachment 1.3. Minutes of the 8th Plenary ACFA Meeting
Mr. S C Joshi, ACFA Secretary, circulated the minutes of the 8th Plenary ACFA Meeting drafted by him. The minutes were passed without any correction.
4. Report on Joint ACFA & ALCSC Meeting during APAC2004
Prof. Kurokawa,. Voce-Chair of ACFA, presented a report on the Joint ACFA & ALCSC Meeting held in March 2004 during APAC2004 in Gyeongju, Korea. He reported the activities of ILCSC, ALCSC as well as ITRP. He also introduced discussions on Central and Regional GDI issues and Central GDI site evaluation committee. He also informed that ACFA had approved the proposal of Dr. V C Sahni of CAT and Dr. Bikas Sinha of VECC to host the next APAC 2007 in India.
5. Report on APAC2004
Prof. Won Namkung. Co-chairman of APAC2004, presented a report on behalf of the program Committee on APAC2004 held in Gyeongju, Korea on March 21-26,2004. He informed that 291 participants from 20 countries took part in APAC2004. There were 299 papers presented including invited and contribute talks and posters. He also informed that Satellite Meetings were also organized during APAC2004 on HPPA, Beam Dynamics, and Advanced Accelerators.
6. Proposal for Hosting APAC2007
Dr. V C Sahni, Director of CAT, presented a proposal for hosting the next Asian Particle Accelerator Conference 2007 in India at CAT, Indore. Dr. Sahni informed that APAC2007 would be held in January-February 2007. He introduced the scientific activities and facilities at CAT and gave information about Indore City. Director of CAR will be the Chairman of APAC2007 and Program Committee Chair and Local Organizing Committee members will be announced shortly in consultation with ACFA Chairman and other Accelerator Institutions in India.
7. Proposal to form a New Working Group on Advanced Accelerators
Prof. Nakajima of KEK presented a proposal to form a new ACFA working group on Advanced Accelerators. Prof. Nakajima presented the report on the activities of Advanced Accelerators in Asia. The proposal to start a new ACFA Working Group on Advanced Accelerators was approved unanimously.
8. Reports on the Working Groups
a) HPPA
Prof. C Zhang of IHEP presented the report on High Power Proton Accelerator Working Group on behalf of Prof. S Fang. He informed about the activities and meetings of working group and 1st Mini-workshop held at KEK, Japan. Prof. Zhang also informed that that the Prof. S Fang did not like to continue as the Working Group Leader and he had proposed the names of the candidates of new HPPA Working Group Leader: Prof B H Choi from Korea, and Prof. Fu from China. Prof. Namkung also suggested Mr. Joshi of CAT as a candidate. The HPPA WG Leader’s name will be announced shortly.
b) Electronic Publication
Prof. Youn Ho Chin of KEK presented the report on the Electronic Publication Working Group. Prof Chin informed about the recent activities of JACoW Scientific Program Management System for managing the Accelerator Conference programs and production of proceedings. He also informed about the proposal of Prof. Kurokawa on possibility of extending support from KEK to APAC2007 Editorial team.
9. Activities on Linear Collider in Asia
A session was arranged for the activities on Linear Collider in Asia in this ACFA Meeting.
a) Report on ALCSC
Prof. Won Namkung, ALCSC Chair, informed about the activities of ALCSC. He informed about the various meetings of ALCSC and ILCSC as well as ITRP meeting took place in 2004. He also informed that the ALCSC would accept the ITRP recommendation of Cold Technology option for the ILC. He also informed about the proposed Workshop on ILC in KEK in November 2004. Prof. Son also presented the report on ACFA Activities presented in OECD-GSG Meeting of Consultation Group on HEP held in CERN, October 20, 2004.
b) LC Activity in Korea
Prof. Dongchul Son, CHEP, Kyungpook National University presented the report on the LC Activities in Korea. He informed about various LC related activities in Korea in recent past. He also mentioned that Korean Government was also planning to fund the LC related R&D activities and building infrastructures at the National labs.
c) LC Activity in Japan
Prof. S Yamashita of University of Tokyo presented a report on ILC activities in Japan. He informed about the renewal and role of LC office in KEK. He also informed of various activities related with ITRP and its visit to KEK in May 2004.
It was also informed that after the ITRP recommendation of cold technology for ILC, five Accelerator Working Groups (Asian WG) had been set up and would meet during the 1st ILC Workshop from November 13-15, 2004 at KEK.
d) LC Activity in India & LCWS-06
Prof. Atul Gurtu from TIFR, Mumbai, presented a proposal for hosting LCWS-06 in India. He briefly described the activities and Indian LC contributions. He informed that either IISc, Bangalore, ore TIFR, Mumbai, will be the venue for LCWS-06 ACFA endorsed the proposal from India to host LCWS-06 in India.
e) LC Activity in China
Prof. C Zhang of IHEP informed about the LC related activities in China.
F) Asian School on LC Physics and Accelerators
Prof. Shin-ichi Kurokawa. Vice Chair of ACFA, informed that KEK was preparing a proposal to host JSPS supported Asian School on LC Physics and Accelerators some time in 2005-06 winter in Japan. ACFA strongly endorsed the proposal.
g) Third ACFA Statement of the International Linear Collider
ACFA discussed the third statement of international linear collider and decided to issue the statement shown Attachment 2.
10. Status Report
a) China
Prof. C. Zhang of IHEP presented the report of the various accelerator activities in China. He explained the present status of major accelerator Projects in China: HIRFL-CSR, CBRIF of CIAE, NARE. Upgrades, SSRF Project, BEPC & BEPCII, and proposed accelerator plans CSNS in China.
b) India
Dr. R Bhandari of VECC presented the status report of the various accelerator facilities in India. He presented a report on the Cyclotron facility, the present status of superconducting cyclotron K-500 project and the proposed RIB facility at VECC. He also reported the current status of accelerator activities at BARC, Nuclear Science Centre, TIFR and Indus-1 and Indus-2 at CAT Indore.
c) Japan
Prof. Shin-ichi Kurokawa presented the status report of the Japanese accelerator activities. He reported the present status of KEKB, J-PARC, Spring-8 Compact SALE Source (SCSS) and RIKEN RIBF. He informed that KEKB has achieved the design Luminosity.
d) Korea
Prof. Won Namkung reported the present status of various accelerator activities in Korea. He presented report on the beamline activities of PAL, various research activities including Advanced Accelerator Research at KERI, PEFP at KOMAC and PAL-XFEL and LC activities in Korea.
e) Singapore
Prof. H O Moser of SSLS NUS reported on the activities of SSLS. He presented SSLS R&D activities using synchrotron facility Helios-2. He also presented details of the LiMiNT facility for complete prototyping of micro/nanodevices, mask making by laser, e beam lithography Hard X-ray beamlines XDD, Soft X-ray facilities and work on 4th generation light source.
f) Taiwan
Prof. June-Rong. Chen, NSSRC, presented status report on the accelerator activities of NSRRC, Taiwan. He reported on the status of Superconducting cavities under construction at NSSRC to increase the beam current and number of X-Ray beam lines. He also presented the improvement being carried out in the booster and storage ring. A presentation on the proposal of a new facility, 3-3,5 GeV Taiwan Light Source (TPS), was also reported.
g) Thailand
Prof. Ishii of NSRC gave a report on Siam Photon Laboratory, Prof. Ishii informed about the performance of the storage ring such as stored current and life time.
11. Special Talks
a) Accelerators & Research Activities at VECC
Dr. Bikea Sinha, Director VECC, presented a special talk on the accelerator and research activities at VECC. Dr. Sinha presented details of various accelerator facilities and research activities at VECC and participation of VECC in various international accelerator programs in the world.
b) Advanced Accelerators Development in Asia
Prof. Nakajima of KEK presented a report on Advanced Accelerators activities in various laboratories in Asian countries.
